Is it not possible to boot from the XP CD Xpressah?
If you're having grief starting it up in normal or safe mode, my suggestion would be to boot off the CD (providing you have a legit copy of course), ignore the first option to repair your XP install which takes you to the console (instead run 'setup') then run that restore.
Worth a crack jack, without knowing more about your problem. :)

:o Is there a difference between the boot-up capabilities of legit and illegitimate copies?
By the way Xpressah, just set the boot sequence in your BIOS to let the cd-rom boot before the HDD. (FYI)

Or install NTFSDos (the free W32 ed) to the 98 BOX and install the drive to see if you can work out why its poozed and backup ya stuff.

the thing is i have no XP cd cause i got an HP(yes i know) and didnt get a cd
so yeah, thats why im saying disk :S sorry, should've pointed that out in my first post. i have been to the microsoft site and got the .exe that makes a boot disk, out of six fkn floppys ands then get asked for my cd :S fkn idiots
i cant into XP normally, safed mode, safe mode with networking, safe mode with command prompt, and last know configuratrion. after selecting which one, it just reboots every time
i remember reading somewhere that i can make a boot disk from another xp machine by getting the boot.ini, ntdetect.com and ntldr(no idea what that is) and putting them on a disk, but alas, i have no other XP system handy.
im just glad i put basically everything on my other HDD
thanks for the help so far.

the 6 cd's are setup disks, not boot disks
Take a look here for boot disks:
http://bootdisk.com/
For oblivian's suggestion, look here:

everything i need to do to fix it now, needs a Xp startup disk or cd-rom, niether of which i have.

Save yourself the trouble. OEM copies without the CDs are near impossible to recover. *works with COmpaq/HPs*
Get an NTFS util for the 98 box, rip off all your files and restore the box.

i have now installed linux(although not nmy cup of tea now either) and when i get prompted for linux or windows to boot, i choose windows, choose either safe mode or start windows normally, it just sits there and does **** all.
and now another problem has occured where i cant setup a ****ing internet connection in mandrake 9.1. i wonder if that seamanpriest guy is doing any beter :(
i still cant understand why windows isnt booting........
One more noob question to add, how do i get into command prompt and replace a file from the A:\ to my c:\ ? ntohing is ****ing working ffs....

Yes, there is. XP Pro corporate & academic (the copies that I have come across) do not allow you to boot from the CD. Honestly, the operating system is the most important piece of software on your computer. If you use it, you should own the legal licensed version of it.
Anyway, Xpressah back to your problem. Without actually sitting in front of it and havin a crack at it its very hard to diagnose & fix (for me at least).
Really I'd say that at this point you're royally screwed. If you have another machine handy (friends, family members) that you can put your hard drive into and rescue your information, hooray.
Do it and use your HP recovery disc to start over, then drag your info back onto your drive from the other machine.
Its unfortunate you have an HP, but we must make best use of what we have huh. Its time to do a system recovery bud.

I'm sure thats what I've been suggesting :D
You wont be able to write to your C:\ from a boot disk as it is no doubt NTFS. Only reg'd version of NTFSDOS can allow you to write to it, or console will allow you to move files round, but thats it.. no external to the unit.

i got sick of ****ing around with it(literally all god damn day) and have decided to format and reinstall XP Pro(needed a reinstall anyway, although i could never actually be stuffed doing it). All is well, and i have my main rig(if you could call it a rig *pos*) running again :) and a helluva lot smoother i might add too.
