my friend can't get his computer out of start mode, his pc is a pc company milenium edition comp

OK first of all, are you sure it is actually in safe mode? Is safe mode displayed in each corner of the screen?

If "safe mode" is not being shown, you will need to look at your video drivers/settings as it sounds like they have gone south. This is a common cause of thinking that you are stuck in *safe mode* as the desktop looks similar.

his dad turned it off incorectly.

I think it is actualy in safe mode!

If it's in safe mode, the words "Safe Mode" will appear in each corner of the screen, making it painfully obvious...

If this is not the case, then it could just be a matter of the graphics card setup...
