I have both cable and ADSL and was wondering if its possible to tell my PC what connection to use for what application?

e.g. play Vietcong online using cable while downloading pr0n at the same time on ADSL?

not as far as i'm aware.

iirc the programs simply request tcp/ip controls from the os, and so therefore to be able to do that, you'd have to have a play with the tcp/ip stack in the kernel. hmm, not very fun perhaps :)

you evil bastard, and yes you'll could pick up a second hand cisco router (go for arround $500 on tardme) or set up a linx box....

I can help you set it up on the router, and all though i have seen a working linux router, I'd have no idea how to set it up, the one i saw running was using LRP and ran off a floppy

Yeah the easy thing to do is have a router/gateway/server do load balanacing

I have an old server running smoothwall which I use as a firewall/gateway, is this capable of it?

not as far as i'm aware... you'd prolly be looking at their corporate product for that... you want to look for something capable of multilinking two connections.. windows by default can multilink two dial up connections, I'm unsure about dual ethernet connections though...
