Win XP power schemes.. HELP!

i think i broke them...
i some how managed to disable them! (did this a while ago never worried bout it till now).
as in i cant create a new one
and the options bars are greyed out and cant be selected,

anyone know how i can fix this??

Check that you have administrator priveledges.

im the only that use's my comp..
so it only has one user/adim account
