theres a box here that needs to run 24/7, and i cant sleep with even the slightest bit of noise, so i just disconnected (cut) the psu fan, and am running it without covers and stuff.

it has no hdd's,cdrom or anything like that

will the house catch fire?

Umm, what is the PC
And no it is not advisible to do that.
The heatsinks in those can get damn toasty with no cooling, which will make the power flucuate.
That is bad.
Run it @ 7volts, or get an uber quiet fan or something.
Most importantly, what are the system specs of this box.
And the psu specs.

Might not be able to do the 7v mod if the power supply has only the 12v and a ground fan wires... suppose you could use a resistor..?

Anyway the quietest fan's available right now...

Either the SUNON Ultra Quiet 80mm Fan, model KD1208PTS2, 2700RPM, 36.5 CFM, only 30 dba, for around $13

or the VANTEC Stealth Low Noise Fan, 2050RPM, 27CFM, 21 dba, fpr around $24

I'd use one of those two... probably the vantec, 27cfm is probably enough to cool a PSU...?

Use a molex connector, run it off that, its what i did on my old aopen psu.....
Don't forget papst and panaflo fans, they are very quiet too ;)
