burn speeds are 1x in nero i set it to max or 4x default
whats going on

1st off check your medias rated speed ;)

secondly, I take it that the Pioneer 106 is your DVD burner, not a 106 DVD ROM. So this should be your drive: http://www.pioneeraus.com.au/computer/dvdwriters/dvr106/index.html

well, it looks that it's a DVD writer, so that's perfectly fine, don't forget that a DVD 1x is around 9x CD speed.
If you want to, you can put on a "Pioneer DVR-106 v1.07 RPC-1 + 2xDVD-R + 12xRip" this firmware will make your DVD ROM region free (RCP1).
