This site here (http://support.microsoft.com/default.aspx?scid=kb;en-us;323166) should contain the links and information that you want (I think).
I tried to get the URL for the actual site but got this message:
Thank you for your interest in Windows Update
Windows Update is the online extension of Windows that helps you get the most out of your computer.
You must be running a Microsoft Windows operating system in order to use Windows Update.
They obviously took exception to me browsing their site using Red Hat and Mozilla Firebird :p

Service Pack 4 for Win2k has all the updates prior to it's release. You can intergrate SP4 into the installation files from the Win2k CD to create a more upto date installation, then you create a new bootable cd with the updated stuff.
Service Pack 1 for WinXP came out ages ago and there has been a crapload of updates since, but still you can do the same thing. Better to start from inc SP1 installation then nothing..
Now to get the rest of the updates you can download them from various places eg:
1 - www.microsoft.com/download
2 - Goto windows update and click on the personalize windows update and click display catalog link. Then you can click on the windows update catalog link on the left.
You need to know what updates you want / need which is a major pain in the ass, which is why Windows Update was created to do this automatically for you...
Question is why do you need all the patch files? It's not like you're going to need them so you can reinstall them quickly, unless you're doing something like reformatting and reinstalling you machine all the time. If so why?
If you're maintaining multiple machines you should look into making a "Software Update Services" server.

Take a look here (http://forums.overclockers.co.nz/showthread.php?s=&threadid=10698) for all you need to know about building updated windows XP/2k install CD's with service packs and hotfixes applied.

heres the link (http://www.microsoft.com/downloads/details.aspx?FamilyId=A7AA96E4-6E41-4F54-972C-AE66A4E4BF6C&displaylang=en)
Looks interesting and it just so happens I'm getting my network sorted over the weekend so could be something interesting to add to the server :)

@ Rancor
I want the files seprate from windows update because : I want to create cds with the files on them, so I can take them to other computers, and update them, I get asked alot to update my familys computers etc..and I dont want to fire up windows update everytime and spend 12 hours downloading windows patchs on a 56K...
I also find myself reformating/reinstalling my machine every 6 months *because* my machines get very very cluttered, plus I replace my machines quite frequently, and I dont want go through the patch saga time after time..
Is it to little to ask for a direct link to the patch files...~!~!~~
thanks for the links/thoughts etc
