A store is building my computer, and they say that with what ive got , I will be fine.
I have a heatsink/fan on my CPU, the stock fan on the MOBO, the stock fan on my Geforce 4, and the Power supply fan. Will this be enough to keep it fairly cool. NOTE: I wont be overclocking, ect. Just playing games and surfing the net.

Basically, generally, Yes.
Witha few provisos however: If the room is partuicularly warm etc etc, you may have minor instability, but even that'd be unlikely.
If you DO have any problems, it'd be the manufacturers fault (Consumer Guarantees Act), so get them to throw some more ventilation in if that occurs, free of charge of course.

Well seeing as he is from the USA I can't imagine the Consumer Guarantees Act being all the helpful ;) He'll just sue them :p
What you're getting sounds like it should be fine.

hmmm yeah right. Once you've been here for more than a week you'll be itching to overclock.

OK the store just tested out my computer with an Athlon 1700+ because my 2100+ hasnt shipped in yet. When it does ship in, they are just going to pop the 1700+ out and but the 2100+ in......is this ok?

Sounds like they have run out of stock and they are trying to get you into a computer before you go and spend your money elswhere. It should be fine, just don't let it drag on.
